The name "Arkansas" derives from the same root as the name for the state of Kansas. The Kansas tribe of Native Americans are closely associated with the Sioux tribes of the Great Plains. The word "Arkansas" itself is a French pronunciation ("Arcansas") of a Quapaw (a related "Kaw" tribe) word "akakaze" meaning "land of downriver people" or the Sioux word "Akakaze" meaning "people of the south wind". The pronunciation of Arkansas was made official by an act of the state legislature in 1881, after a dispute between the two U.S. Senators from Arkansas. One wanted to pronounce the name ar-KAN-zAs and the other wanted AR-kAn-saw The first European to reach Arkansas was the Spanish explorer Hernando de Soto, a veteran of Pizarro's conquest of Peru who died near Lake Village on the Mississippi River in 1542 after almost a year traversing the southern part of the state in search of gold and a passage to China. Arkansas is one of several U.S. States formed from the territory purchased from Napoleon Bonaparte in the Louisiana Purchase. The early Spanish or French explorers of the state gave it its name, which is probably a phonetic spelling of the Illinois tribe's name for the Quapaw people, who lived downriver from them. Other
Native American tribes who lived in Arkansas before moving west were the Quapaw, Caddo and Osage nations. In their forced move westward (under U.S. Indian removal policies), the Five Civilized Tribes inhabited Arkansas during its territorial period. |

Good Day to all,
| An absolute pleasure to see you all again and to meet the new attendees to this wonderful experience. I could go on and on about all the great time, but want to first thank Jim Gaston and gang for a truly memorable time. Gaston's is really a 1st class resort! On this mornings' "Outdoors with Larry Rea" radio show, we could not stop talking throughout the 1 1/2 show about the fun we had. |
| Secondly, for those of you that enjoy some of the appetizers that I have shared, the recipes are found at www.lroutdoors.com. I hope that you enjoyed them as much as I enjoyed fixing them up. I'll be downloading pictures I took early in the week and will share with all. |
Again, thanks to all at Gaston's for a super time and experience.
Very best,
Ron Wong
| Dear friends: It was wonderful to see you all again. Our time at Gaston's rejuvenated the spirit. Thanks, Larry, for all you do. Thanks, L.T., for the same. Thanks, Mr. Gaston for your warm and generous hospitality. Thanks, Mike M., for the fellowship and conversation and to Joe Hicks and Frank Saksa, the greatest trout guides on the planet. And thank you all for the prayers. God is so, so good. Bryan Hendricks Outdoor Editor Arkansas Democrat-Gazette |

Jim, Keith, Ron, and Logan,
As a rookie to the Gaston's fourth annual media gathering, I did not know what to expect once the event began. Would there be a freshman initiation? Maybe they would make me bait their hooks, clean their fish, carry their fishing rods, cook their meals, or clean their rooms? This was a salty group of writers/photographers attending and many had been there before and knew what to expect. I can only say that I was overwhelmed by how friendly and professional all the staff were. They made you feel right at home. The food was incredible, shore lunch second to none, rooms first-class, and the fishing guides excellent. Although next year maybe the guides should come up and pick or sing with the band? Thank you for letting me come and be part of the gathering. Brad Wiegmann http/:www.bradwiegmann.com |

1. Many thanks to Mr. Gaston, Ron, Logan, Keith
and all the other Gaston's staffers. Your resort is without a doubt one of the
best experiences anywhere. Add my kudos to those of you who make this place so
special.
2. The rooms are spacious and well-appointed and the common rooms are huge and very comfortable. 3. The food? Outdoor writers know what to do at mealtime, and I've seldom seen us happier. This is world-class food, from breakfast to dinner. 4. Nowhere is the staff more prepared, more organized, more helpful or more friendly. 5. Thanks too to our guide Richie who put us on 'em and was a great conversationalist to boot. 6. Thanks to Larry for coordinating this event and for serving as a guiding hand. 7. I'm writing about this experience for at least three outlets and will continue spreading the word among the singers and pickers in Nashville. This is an experience I want to share. 8. Thanks to all my fellow attendees, the new and old friends whose camaraderie, shared experiences and tall tales make this so special. 9. Thanks finally to all the pickers and grinners alike. Those who gather, encourage, sing along and make merry make these P&G sessions the joy that they are. And as for the talented individuals who pick, sing, and otherwise entertain--Glynn, Otha, Nathaniel, Frank, Jackie, Anita, and Larry--it was a real honor again making music and sharing memories with you. Good wishes to all until next year. Rob |

Chef Ferneau - Randy Murray - Arkansas Governor Mike Beebe
|
Randy Murray began his culinary career at D&D Family Steakhouse in Savannah, Tennessee as a
dishwasher and line cook. He also spent time honing his craft at The Hickory Pit, literally in the meat smoking pit. After moving to Memphis, Randy worked for Buckley's Steak Houses as head line cook. Randy began working for Bosco's Restaurant in 2000 as the kitchen supervisor and was transferred to open the Little Rock location in July of 2002. There, he served as Sous Chef until January of 2005. It was at this time that Randy began his career with Ferneau Restaurant as Chef Donnie Ferneau's Sous Chef. In the course of Randy's diverse cooking career he has mastered many culinary skills. He did this through diligent observation of skilled peers and mentors and a deep dedication to personal and company standards. Reliability and diversity are Randy's most prominent contributions to Ferneau. His readiness to change positions in the heat of the shift, front of the house or back, is an incredible asset. Randy is always quick to let inquirers know that his favorite station in the kitchen is the grill. It is there, that he feels his real passion for the science of cooking. He has competed in several Iron Chef Competitions with Chef Ferneau, including the inaugural win. Most notably they conquered the Diamond Chef Arkansas Competition benefitting Pulaski Technical College in 2008. In 2005, they were honored with 'Best Overall', 'Best Cuisine' and a silver medal for 'Best Presentation' at the ACF Great Chef's Competition. Randy also served as Donnie's Sous Chef in the spectacular execution of the Slate 60 Dinner for the Clinton Foundation two years in a row. Along with fellow Ferneau Chef Cassidy Johnson, they were awarded the 'Best Tasting Cake' for the Let Them Eat Cake Event, benefiting the March of Dimes. He also served on the distinguished staff for the ACF Chef's Ball for the last 4 years. He was Sous Chef of the Year in 2008 and a nominee in 2009. Randy is also an active member in the ProStart Program for High School Students. While excelling in the culinary field as a full time employee, Randy has also managed to maintain a 4.0 GPA at The University of Arkansas at Little Rock where he is a senior on full academic scholarship. Randy's wife, Lauren, is a marketing associate at Sysco Food Services Arkansas and has two dogs and two cats. |

ADDRESS BY Arkansas Parks and Tourism EXECUTIVE DIRECTOR RICHARD DAVIES
to Southeastern State Parks Program Seminar
December 7, 2009 ~ Mt. Magazine State Park

Welcome to Arkansas! |
|
In any event, I want to give you a little background on the State of Arkansas that might help you appreciate, or at least understand where you are and why we are here.
A famous Arkansas folklorist named Vance Randolph once wrote a book called We Always Lie to Strangers. That's not really true, of course, because around here, the truth is more entertaining...so here's a slightly tongue-in-cheek explanation of Arkansas: Let's start by declaring we REALLY DO know how to pronounce the name of our state. The name Arkansas is a Quapaw word for 'Southwind.' Arkansas (ahr'-kuhn-saw) is how it sounded. The confusion occurred when the Europeans showed up and tried to spell it. It was spelled with just an 'a' at the end, the English said 'saw' and spelled it that way, and the French said, 'saw,' but spelled it 'sas.' The sound of the word never changed, but the French spelling of 'sas' was adopted, so lots of folks thought it was Ar-KAN'SAS. Kansas, by the way, was another Indian word that sound like...well...Kansas. The spelling is the coincidence, not the pronunciation. We still suffer from the French/English deal. Just look at La Petite Roche (Little Rock) and Chemin Couvert (Smackover). Our earliest residents were Mississippian and other prehistoric tribes, and later, the Quapaws, Caddos, and Osage tribes. We were 'discovered' by an Italian, Henri de Tonti, working for a Frenchman, LaSalle. De Tonti established the first European settlement west of the Mississippi River at Arkansas Post, now a National Historic Park. DeSoto, the well known Spanish explorer spent more time here than in any southern state. He was lost and couldn't get out. He did have the good sense to die in Louisiana, and his folks thought so much of him, they threw his body in the river. You may not realize there used to be automobile companies named LaSalle and Desoto, which led many people to believe we were settled by car dealers, who left descendents in almost every town, until lately. |

![]()

|
Anyway, we were owned by Spain and then France, and then Thomas Jefferson bought us from Napoleon as part of the Louisiana Purchase. As a matter of fact, the starting point for the survey of all lands in the Louisiana Purchase is in the middle of a swamp in east Arkansas...and is a state park. I've been asked a lot about why they started in a swamp. The simple answer is that just about everywhere in that area was a swamp.
Arkansas was originally intended to be a much bigger state. We were supposed to block the Spanish expansion in the southwest. Then someone came up with the idea of the Indian Territory (Oklahoma) and cut it off, leaving us the smallest state west of the Mississippi and one of the most sparsely populated and least prosperous. And, because the Indian Territory was the frontier, Arkansas remained a frontier state long after civilization moved west on both the north and south of us. That's why a lot of 'western' history was actually in Arkansas rather than many other states west of us where lots of folks assume it happened. The settlement of Arkansas, mostly from other southeastern states, was based largely on geography, which culturally has turned us into a very diverse state with a decided identity crisis. If you divided Arkansas with a line running northeast to southwest, you'd have flat delta on the east, and mountains in the north and west. So, what happened was that the plantation types moved into the delta, with a very southern culture, and the Appalachian folks moved into the mountains. Those folks left ground they couldn't grow a crop on and moved west until they found ground just as poor. And, the western side of the state, both in the north and the south, took on a western point of view, due to Texas and the Indian Territory being our neighbors in that direction. So what happened is that we ended up with Mark Twain's Old South on one border, and the Hanging Judge of the Old West (True Grit, Hang 'em High, etc.) at Fort Smith on the other border, and a bunch of hill folks in between. By the way, I have come to believe that hill folks are hill folks no matter where they are! As you all can well imagine, those diverse people across our state had very different ways of looking at things. That made things very interesting in the years to come, and still does. We were admitted to the Union as the 25th state in 1836, the same year as the Alamo in Texas. Much of the Texas revolution was plotted in Arkansas, at Historic Washington, another state park. We were paired for statehood with Michigan, the 26th state. In those days they admitted one northern and one southern state at a time. I think it had something to do with keeping football conferences even. When the American Civil War rolled around, Arkansas initially voted to stay in the union, but when President Lincoln called for troops from Arkansas to invade the other eastern states, Arkansas just couldn't do it. After all, that's where most of them had come from. And, nobody was going to tell them who they HAD to fight. This independent streak continued on when parts of north Arkansas (those hill folks) considered seceding from Arkansas, and then Arkansas, later in the war considered seceding from the Confederacy because they felt like they weren't being treated fairly. I'm afraid we have a long history of not playing well with others. After the war, we went through reconstruction like the other southern states, and had a second wave of settlement brought in by the railroads and cheap land. Germans, Poles, Slovaks, Italians, Greeks, Jews, and Swiss all moved to Arkansas, and many of our communities still retain those cultural ties. Swiss wine, kielbasa, Italian sausage, and baklava are all staples of local festivals still, and we have places called Stuttgart, Tontitown, etc. For a while in the early 20th century, south Arkansas produced a quarter of the oil in north America. The famous Hunt family made their money playing poker with plantation owners on the Mississippi River in Lake Village, Arkansas, and then invested it in oil in El Dorado and Smackover. Almost all of the bauxite ore to manufacture aluminum during WWII came from this state. We still are the number one producer of rice in America, and probably in the top five for cotton, poultry, and soybeans. We've had our notables, of course: Obviously, we had a President, Bill Clinton, who has his presidential library in Little Rock, and we've had some other winners as well. In sports, there's Bear Bryant, the famous Alabama coach; Brooks Robinson, the greatest 3rd baseman of all time; and Mark Martin from NASCAR. From the military, Douglas McArthur was born here, as was William Darby, the founder of the US Army Rangers. From entertainment, we have Johnny Cash, Glen Campbell, Mary Steenburgen, and Allen Ladd and American Idol winner Chris Allen. Arkansas is home to America's first national park, and let me clear things up for you on this topic. Hot Springs was set aside by Andrew Jackson 60 years before Yellowstone as a national reserve, before anyone knew what a park was. Later on there came places like Yostemite and Yellowstone and they got the first actual National Park name, but were much later in the game than Hot Springs as far as existence. We also have Buffalo National River, the first national river in America, and Crater of Diamonds State Park, the only finders-keepers diamond mine in the WORLD. Arkansas is home to the world's largest retailer, Wal-Mart; the world's largest meat producer, Tyson; and then there's Dillards, one of the largest department store chains in the country. We even have our own branch of Rockefellers, with one serving in the past as Governor and later his son as Lieutenant Governor. We still consider ourselves independent souls. In one election we voted for George Wallace for President (Independent), J. Willliam Fulbright for the Senate (Democrat), and Winthrop Rockefeller (Republican) for Governor. |

Why There is a Fall Leaf Color Change in Autumn

The Autumn leaf color change starts very subtly late in September and early October in temperate North America. Trees respond to such factors as late summer drying conditions, temperature change, altered sun position, and light. It takes approximately two weeks to begin and complete the brilliant fiery eruption and fall color change.

This fall color change and resulting movement to lower latitudes (and lower
elevations) takes place as three primary waves in mixed hardwood forests. A
simple flow and wave model was designed at the University of Georgia to
illustrate what leaf experts call the fall color wave. This Leaf Wave Model is
used to explain the movement of autumn leaf color change.

The major factor influencing autumn leaf color change is lack of water and
nutrients which effect formation of chlorophyll. Not a lack of water and
nutrients to the entire tree, but a purposeful weaning of water from each leaf.
Every leaf is affected by colder, drier, and breezy conditions and begins a
process which results in its own demise and removal from the tree. The ultimate
sacrifice of a leaf-bearing tree is the ultimate in visual pleasure for us.

The broadleaf tree goes through a process of sealing off the leaf from the stem
(abscission). This halts the flow of all internal water to the leaf and causes a
color change. It also seals the spot of leaf attachment and prevents precious
moisture from escaping during winter dormancy. You just might want to view An
Autumn Leaf Cross Section for more graphic details.

This lack of water to each leaf causes a very important chemical reaction to
stop. Photosynthesis, or the food-producing combination of sunlight, water, and
carbon dioxide, is eliminated. Chlorophyll must be renewed (by photosynthesis)
or be taken in by the tree along with photosynthetic sugar. So chlorophyll
disappears from the leaves. Chlorophyll is the green you see in the leaf.

Once the overwhelming chlorophyll color is removed, true leaf colors will
dominate over the receding green pigment. True leaf pigments vary with the
species of tree and thus the different characteristic leaf colors. And because
true leaf colors are water soluble, that makes the color disappear very quickly
after drying out.

Carotenes and xanthophylls (the pigment found in carrots and corn) cause beech,
birch, ash, hickory and poplars to turn yellow. The brilliant reds and oranges
in this fall landscape are produced by anthocyanins and color maple, sweetgum,
dogwood, sumac, sourwood and tupelo . Tannins give some oak species a
distinctively brown color and is the final persistent color most leaves turn
before becoming part of the forest floor.

The White and Norfork Rivers, two southern rivers made cold by bottom-release dams, have some of the biggest non-migratory brown trout in the world. Anglers catch 30-pounders every year. The rivers are fishable year round, but the fall is the best time to wet a line.

John Kennedy once said to a assembled group of scholars in the White House,
"I think this is the most extraordinary collection of talent, of human knowledge,
that has ever been gathered at the White House - with the possible exception of when Thomas Jefferson dined alone."
"I was recently a guest of you resort. It was after the ice storm at the end of January. The day before we were to arrive, Ron called and told us about the conditions. We were told that there was no gas, power or water
and that to flush toilets we would need to get water from the river. We decided to come anyway. I have been coming to your resort over the last 10 years and I wanted to write and tell you that this was one of the most enjoyable trips that I've ever taken to the White River. Ron and his staff made the best out of a tough situation. I just wanted to write and compliment you, Ron and the rest of the help at your resort. You absolutely have the best resort on the White River. I'll probably never stay any where else. Thanks so much. Best wishes and we will be seeing you this summer."

First Class White River Shore Lunch
Signing paves way to implement White
River minimum flows
(After over 30 years of work from hundreds of supporters)
LITTLE ROCK – The Honorable John Paul Woodley,
assistant secretary of the Army for civil works, signed a record of decision
last week that paves the way for implementation of the White River Minimum Flows
Project at Bull Shoals and Norfork lakes. For several years, the Arkansas Game
and Fish Commission has been working with the U.S. Army Corps of Engineers to
move this program forward.
The project reallocates some storage space in each of the two lakes to provide
minimum releases from the two dams during times when hydropower is not being
generated to keep a steady release of cold water flowing for downstream trout.
The Corps still requires funding from Congress to implement the project, and
funds will be required from the Arkansas Game and Fish Commission as well.
Minimum flows will be implemented independently at each of the two lakes, and
each will have a separate Project Participation Agreement. While a timetable has
not yet been developed, primarily because of uncertainty when funding will
become available, the next steps are as follows:
Develop Project Participation Agreements.
PPA is signed by participating stakeholders.
Design bulkheads, siphon system (Norfork Dam only), modified lakeside
facilities, develop drought contingency plan, update Bull Shoals and Norfork
Water Control Manuals.
Congress appropriates necessary funds.
Execute PPA’s.
Relocate and modify lakeside facilities to accommodate slightly higher lake
levels.
Capture storage at Bull Shoals and Norfork lakes.
Implement White River Minimum Flows operation.
The White River Minimum Flows study began with the Water Resource Development
Acts of 1999 and 2000, which authorized a storage reallocation in the White
River lakes to sustain the downstream trout fishery. The legislation directed
the Corps to conduct appropriate studies.
The Energy and Water Bill of 2006 authorized implementation of White River
Minimum Flows and focused the project on Bull Shoals and Norfork lakes, removing
Beaver, Table Rock and Greers Ferry lakes from consideration. The Record of
Decision is the culmination of the legislation and the Corps’ studies.
More information about the White River Minimum Flow project is on the Internet
at http://www.swl.usace.army.mil/planning/wrminflow.html.

2008 Fall - Winter Newsletter
Greetings from the
White River and Gaston's ... Needless to say 2008 has been a very interesting
year.
The second highest amount of rain fell in over a hundred years. As with every
thing in life there is a good side
and bad side. The good side is that high water added tons and tons of food
for the trout. Thus, we
enjoyed the best brown trout fishing in YEARS. We expect the same to hold
true for the months
to come.
The down side is the high water made
fly-fishing and bank fishing a bit on the hard side. Those that
fly-fished from a boat did enjoy excellent fishing.
We are please to report that
Bull Shoals Lake level is back to normal. This first time since April.
